The IMMEX program explained for foreign manufacturers

If you plan to manufacture in Mexico and sell the output abroad, IMMEX is the program that makes the math work. Here is what it is, who it is for, and what it asks of you in return.

What IMMEX actually does

IMMEX stands for the Manufacturing, Maquiladora and Export Services Industry program. In plain terms, it lets an approved company bring materials, components and certain equipment into Mexico temporarily without paying the general import duty at the border, on the condition that the finished goods leave the country again. For a manufacturer importing thousands of components a month, that deferral is the difference between a competitive operation and an uncompetitive one.

Value added tax works differently. Temporary imports are in principle subject to VAT, but companies that obtain a VAT and excise certification from the tax authority can apply a credit that neutralizes it. In practice, serious IMMEX operations pursue that certification early because it protects cash flow.

The main ways to hold an IMMEX

The program has several modalities. Three matter to most foreign companies.

  • Industrial. Your own Mexican entity holds the program and runs the plant. Maximum control, maximum responsibility.
  • Services. For operations that perform export related services such as repair, sorting or engineering rather than transformation.
  • Shelter. A licensed Mexican shelter company holds the program and employs the workforce while you control production. This is the fastest route in and a common first step for companies testing Mexico, because you can start without creating an entity or building compliance from scratch.

What the program expects from you

IMMEX is a privilege with homework attached. Companies must meet an annual export commitment, generally sales abroad above five hundred thousand dollars or at least ten percent of total turnover. They must keep a precise inventory control system that ties every imported material to an exported product, file an annual report, and keep their tax status clean. Losing the program over sloppy inventory records is a real and painful failure mode, and it is avoidable.

Is IMMEX right for you?

IMMEX fits companies that transform or process goods in Mexico for foreign markets. It is not designed for selling into the Mexican domestic market, although mixed models exist. The honest first questions are about your volumes, your supply chain and how much of your output will stay in Mexico. The answers usually point clearly to one modality or to a different structure entirely.
